What applies

  1. 01

Building automation (BACS) — required by 31 December 2029

Continuous monitoring, logging and analysis of energy use, benchmarking, loss detection and interoperability for systems above 70 kW (EPBD Art. 13(9)(b), 13(10)). Installing now avoids a second project and starts the savings earlier.

  2. 02

Indoor environmental quality monitoring — from 29 May 2026

BACS must be able to monitor indoor environmental quality (EPBD Art. 13(10)(d)). Temperature, humidity and CO₂ per room are standard.

  3. 03

Automatic lighting controls — by 31 December 2029

Zoned, with occupancy detection (EPBD Art. 13(12)).

  4. 04

    Zero-emission building standard

New buildings: public-owned from 1 Jan 2028, all from 1 Jan 2030 (EPBD Art. 7). Non-residential zero-emission buildings need devices that measure and control indoor air quality (Art. 13(5)).

  5. 05

    Room-by-room temperature control

Self-regulating devices per room or zone in new buildings, and in existing buildings when the heat generator is replaced (EPBD Art. 13(3)).

LULuxembourg transposed the 2018 BACS duty in the règlement grand-ducal of 9 June 2021; the 2024 recast is being transposed. We confirm the national text for each project.

Indicative, based on Directive (EU) 2024/1275 and the Energy Efficiency Directive as published. Not legal advice.

Luxembourg and the Greater Region

How the duty reaches each country

EU directives apply through national law. We confirm the applicable text for every project before quoting dates.

  1. 01

    Luxembourg

The 2018 EPBD building-automation duty was transposed by the règlement grand-ducal of 9 June 2021 on the energy performance of buildings. Transposition of the 2024 recast (deadline 29 May 2026) is in preparation.

  2. 02

    France (Lorraine)

The décret BACS requires automation in non-residential buildings above 290 kW and, from 2030, above 70 kW.

  3. 03

    Germany (Saarland, Rhineland-Palatinate)

GModG § 56 (formerly GEG § 71a): 290 kW now, 70 kW by 31 December 2029, EN ISO 52120-1 class B functions as the benchmark.

  4. 04

    Belgium (Wallonia)

Regional energy-performance (PEB) rules transpose the EPBD; requirements differ between Wallonia, Brussels and Flanders.

Cybersecurity and data

Connected buildings, secured by design

01

Radio equipment

Since 1 August 2025 radio equipment sold in the EU must meet the cybersecurity requirements of the RED delegated act. Bisly Wireless uses a certificate per Wi-SUN node (802.1X / EAP-TLS) and Matter device attestation.

02

Connected products

The Cyber Resilience Act adds vulnerability reporting from 11 September 2026 and full obligations from 11 December 2027. Ask every BACS vendor how they meet it.

03

Network design

An isolated automation LAN, one outbound HTTPS uplink, no inbound ports; local control continues without the internet.

04

Personal data

Occupancy and consumption data can be personal data under the GDPR. Access is role-based; data stays with the building owner.

Questions

Compliance questions

Which buildings must have building automation under the EPBD?

Non-residential buildings whose heating, air-conditioning or combined ventilation systems have an effective rated output above 290 kW since 31 December 2024, and above 70 kW by 31 December 2029, where technically and economically feasible (Directive (EU) 2024/1275, Article 13(9)).

What must a BACS be able to do under the EPBD?

Continuously monitor, log, analyse and adjust energy use; benchmark efficiency, detect losses and inform the facility manager; communicate and interoperate across manufacturers; and, from 29 May 2026, monitor indoor environmental quality (Article 13(10)).

Do residential buildings have to be automated?

From 29 May 2026, new residential buildings and those undergoing major renovation must have, where feasible, electronic efficiency monitoring with alerts, control of generation, distribution and storage, and the ability to respond to external signals (Article 13(11)).

Which EN ISO 52120-1 class should a new building target?

Class B is the usual benchmark for new non-residential buildings and is referenced in German law; class A suits buildings aiming for top certification levels. Bisly delivers class B as standard and class A on request.

Is this legal advice?

No. It is a summary of the published texts for orientation. National transposition can differ, and we confirm the applicable rules for each project.
