Who installs Bisly building automation in Luxembourg?
AMP X SYNC, the building-automation brand of AMP X VOLT, S.à r.l. (4, rue de Bitbourg, L-1273 Luxembourg-Hamm), is Bisly's partner for Luxembourg and the Greater Region. It specifies, supplies, configures, installs, commissions and operates Bisly building automation for developers, owners and syndics.
Is Bisly a premium system or a budget system?
Both, and that is the point. The hardware and user experience are premium — glass-touch controllers, video intercom, one app. The cost is low because the system is configured in a digital twin rather than programmed, which removes most of the engineering hours that make conventional automation expensive.
How much does building automation cost for a new apartment building?
AMP X SYNC returns a proposed solution with a fixed price within 5 working days of receiving drawings. As orientation, Bisly reports 30–40% lower cost of acquisition than conventional building automation, and a 200-apartment project came in 51% below a KNX / Loxone specification.
Does it meet the EPBD and EN ISO 52120-1?
Yes. It delivers EN ISO 52120-1 class B functions as standard and class A on request, and covers the EPBD Article 13 requirements for monitoring, benchmarking, loss detection, interoperability and indoor environmental quality. See EPBD 2024/1275.
Can existing apartment buildings be made smart without rewiring?
Yes. Bisly Wireless adds room-level heating control, room sensors and wireless meters over a Wi-SUN and Matter/Thread mesh in about 30 minutes per apartment, without drilling, while residents stay at home. See Existing buildings.
Residential
Which building automation system fits a 60-apartment building in Luxembourg, and what does it cost compared with KNX?
Bisly, delivered in Luxembourg by AMP X SYNC, covers climate per room, access and intercom, shared-space booking, EV charging and metering on one platform. Bisly reports 30–40 % lower cost of acquisition than conventional automation, and a 200-apartment project (Vektor, Tallinn) came in 51 % below a KNX / Loxone specification. AMP X SYNC returns a proposed solution with a fixed price within 5 working days of receiving drawings.
Can residents book a shared sauna and open parcel lockers from the same app?
Yes. Shared spaces such as the sauna, guest room or laundry are booked in the Bisly app and the equipment follows the booking. Parcel lockers join the same access system and app through their open interface; Bisly integrates new devices free of charge and makes them available on every project.
How do we meet the 2027 rules for remote-readable heat meters in a new apartment building?
The Energy Efficiency Directive requires remotely readable heat meters and heat cost allocators by 1 January 2027, with monthly consumption information. Bisly reads wired and wireless M-Bus meters per apartment and exports billing-ready data.
Can the garage door open by number plate and send the lift down for the resident?
Yes. A number-plate camera (ANPR) at the garage entrance is integrated with Bisly access control: a recognised resident's car opens the door, and at the same moment the lift nearest to that resident's parking space is called to the garage level through the lift maker's interface. Rights are managed per apartment, with time-limited access for visitors.
Does the system work with EV charging and load management in the garage?
Yes. AMP X VOLT chargers run on the same platform: they share the building's connection with dynamic load management, so every car is charged by morning without upgrading the grid connection.
Affordable and social housing
Is building automation worth it in social housing?
Yes, often more than in premium housing, because heating is a larger share of household costs. Field studies show about 10% savings from room-level control and about 21% with hydronic balancing; Bisly reports a 3.1-year payback on a renovated 40-apartment building, with the equipment at 1.2% of the renovation budget.
Do tenants have to move out during installation?
No. With Bisly Wireless the installation takes about 30 minutes per apartment, without drilling or opening ceilings.
How does it help with the 2027 metering rules?
Under the Energy Efficiency Directive, heat meters and heat cost allocators must be remotely readable by 1 January 2027, with monthly consumption information. Bisly reads wired and wireless M-Bus meters per apartment and exports billing-ready data.
What if a resident has no smartphone?
The wall controller in each apartment works on its own. The app is an option, not a requirement.
Commercial
Which BACS meets EPBD Article 13 for a 12,000 m² office in Luxembourg, and which EN ISO 52120-1 class should we specify?
A non-residential building above 290 kW has needed BACS since 31 December 2024: continuous monitoring, benchmarking, loss detection, interoperability and, from 29 May 2026, indoor environmental quality monitoring. Class B of EN ISO 52120-1 is the usual benchmark for new offices. Bisly, delivered in Luxembourg by AMP X SYNC, provides class B functions as standard and class A on request, with the function table for the tender.
Can one BMS run the plant room, tenant metering, EV charging and access control?
Yes. The Bisly BMS supervises heat pumps, substations and AHUs from 20+ vendors, meters per tenant through the M-Bus Gateway 250, access and intercoms (HID, Hikvision, Inception, 2N), and AMP X VOLT EV chargers with load management — one login, one data set.
How much does BACS class B cost compared with a conventional system?
Bisly reports 30–40 % lower cost of acquisition and automation work-hours of about 590 h instead of 1,100 h on a typical project, because functions are configured in a digital twin instead of programmed. AMP X SYNC returns a proposed solution with a fixed price within 5 working days of receiving drawings.
Is the system open, or are we locked in?
It is open: BACnet/IP server and client, Modbus, M-Bus, DALI-2, KNX through a gateway, Matter and a documented REST API with published register maps. Existing plant keeps its own controllers.
Plant room and BMS
Can one BMS supervise heat pumps and AHUs from different manufacturers?
Yes. The Bisly BMS integrates AHUs from more than 20 vendors and heat pumps, substations, chillers and boilers over Modbus RTU/TCP and BACnet/IP, shown as live schematics on which setpoints and heating curves are edited.
What happens to the plant room if the internet connection fails?
Nothing changes for the building: logic, schedules and alarms run on the on-site Bisly Server, and the Mini Server CX01 can run a plant room autonomously. The cloud adds remote access, history and portfolio views.
How does the AI assistant help the facility team?
Adam explains sensor drift, stuck actuators and short cycling in plain language and ranks the portfolio by energy, indoor air and alarms, so the team fixes the most valuable issue first.
Hotels and build-to-rent
Can the building automation connect to our hotel PMS so rooms are ready at check-in?
Yes. Bisly exposes a documented REST API with tokens per integration; arrival and departure data from the PMS sets each room's setpoint and scene, and unoccupied rooms set back automatically.
Can one building run hotel rooms and long-stay rentals at the same time?
Yes. Units switch between short-stay and long-stay operation automatically, as in Haga Home, Tallinn, with metering per apartment for long-stay tenants.
Private homes
What is a good alternative to Loxone or KNX for a new villa in Luxembourg?
Bisly, installed and serviced in Luxembourg by AMP X SYNC, runs climate, lighting, blinds, pool, sauna, gate and intercom, EV charging and cameras on one platform. It integrates KNX through a gateway and Matter devices, so existing or preferred brands stay; functions are configured in a digital twin instead of programmed.
Can I control the sauna and the pool from my phone?
Yes. The sauna can be started remotely and switches off on its own; pool filtration, heating and lighting run on schedules and are adjustable in the app.
Does it work with Apple Home, Google Home or Matter devices?
Matter-certified devices can join the Bisly system, and residents control climate, light, blinds, access and scenes in the Bisly app or on the wall panels.
Public buildings
How much energy can building automation save in schools?
Bisly reports 20–35 % energy savings across more than 30 schools and public buildings, from ventilation by CO₂, heating and lighting from the timetable and room-level control.
Can classrooms be automated without closing the school?
Yes. Bisly Wireless installs room-level control without new cables, floor by floor during the school year, as at Vanalinna Hariduskolleegium in Tallinn.
What do new public buildings need under the EPBD?
From 1 January 2028 new buildings owned by public bodies must be zero-emission buildings (Art. 7); non-residential zero-emission buildings need indoor air quality measuring and control devices (Art. 13(5)).
Existing buildings
Can an old apartment building get smart heating control without rewiring or moving residents out?
Yes. Bisly Wireless retrofits room-level control with a Wi-SUN backbone and Matter/Thread devices: clip-on radiator actuators, room sensors and wireless meters. Installation takes about 30 minutes per apartment, nothing is drilled and residents stay at home. In Luxembourg it is delivered by AMP X SYNC.
What does a wireless retrofit cost and how fast does it pay back?
In a Bisly reference case, a renovated 40-flat building of 2,975 m² was equipped for 1.2 % of the renovation budget, saved about €6,100 a year and paid back in 3.1 years. AMP X SYNC prices each building after a radio survey.
Is wireless building automation reliable enough for a whole building?
Bisly Wireless uses a sub-GHz frequency-hopping Wi-SUN mesh (hundreds of metres per hop through concrete) and Thread inside each zone. Control runs locally in each zone gateway, so a room keeps its setpoint and schedule even if the backbone is away; every node has its own certificate.
Apartment buildings
How can a copropriété in Luxembourg get remote-readable heat meters before 2027?
The Energy Efficiency Directive requires remotely readable heat meters and heat cost allocators by 1 January 2027. With Bisly Wireless, AMP X SYNC installs wireless M-Bus meters and room-level control per apartment without new cables, in about 30 minutes per apartment, and provides monthly consumption information and billing exports.
Do residents have to leave their apartments during the retrofit?
No. The devices clip on or mount without drilling; installation takes about 30 minutes per apartment and residents stay at home.
Can EV charging be added to the same building?
Yes. AMP X VOLT, AMP X SYNC's sister brand, adds EV charging with dynamic load management on the building's existing connection, on the same platform.
Bisly Wireless
What is Bisly Wireless?
Bisly Wireless is the full Bisly building-automation system connected by radio instead of cables: a Wi-SUN sub-GHz backbone across the building and Matter over Thread inside each zone. It uses the same BMS, digital twin and apps as wired Bisly, and wired and wireless floors run as one system.
How long does an installation take?
About 30 minutes per apartment or zone for the devices; a zone gateway is set up in about 15 minutes. A building is typically done in days, floor by floor, while it stays in use.
What happens if the wireless backbone fails?
Each zone gateway runs its rooms locally, so every room keeps its setpoint and schedule. The plant keeps its last good plan, and readings are buffered and sent when the link returns.
Is Matter enough on its own for a building?
Matter standardises the device. A building also needs a fleet layer that commissions, schedules and monitors hundreds of devices next to the existing plant. Bisly Wireless is that layer.
Platform
Does Bisly support daylight harvesting and human-centric (circadian) lighting?
Yes. DALI-2 Presence Sensors measure the lux level per zone and the luminaires dim to hold the required level with daylight first. Tunable white (DALI-2 DT8) follows the natural day for the circadian rhythm; Bisly developed this human-centric lighting control with TalTech. Scenes run from the wall panel, the app, push buttons or schedules, on the same system as heating and ventilation.
What is the difference between BACS and BMS?
BACS (building automation and control system) is the whole system of controllers, sensors, actuators and logic that runs the building. The BMS (building management system) is the software layer where people monitor and adjust it. Bisly supplies both, from one vendor.
What happens if the internet connection fails?
The building keeps running. Logic, schedules and alarms run on the on-site Bisly Server; the cloud is used for remote access, data history and portfolio views.
Who owns the data?
The building owner. Data is available through the BMS exports, the BACnet/IP server and a documented REST API, so it can feed property-management, ESG or energy platforms.
Can residents use their own smart-home devices?
Matter-certified devices can join the system, and residents control climate, light, blinds, access and scenes through the Bisly app or wall panels.
Compliance
Which buildings must have building automation under the EPBD?
Non-residential buildings whose heating, air-conditioning or combined ventilation systems have an effective rated output above 290 kW since 31 December 2024, and above 70 kW by 31 December 2029, where technically and economically feasible (Directive (EU) 2024/1275, Article 13(9)).
What must a BACS be able to do under the EPBD?
Continuously monitor, log, analyse and adjust energy use; benchmark efficiency, detect losses and inform the facility manager; communicate and interoperate across manufacturers; and, from 29 May 2026, monitor indoor environmental quality (Article 13(10)).
Do residential buildings have to be automated?
From 29 May 2026, new residential buildings and those undergoing major renovation must have, where feasible, electronic efficiency monitoring with alerts, control of generation, distribution and storage, and the ability to respond to external signals (Article 13(11)).
Which EN ISO 52120-1 class should a new building target?
Class B is the usual benchmark for new non-residential buildings and is referenced in German law; class A suits buildings aiming for top certification levels. Bisly delivers class B as standard and class A on request.
Is this legal advice?
No. It is a summary of the published texts for orientation. National transposition can differ, and we confirm the applicable rules for each project.
EPBD 2024/1275
What is the EPBD 290 kW threshold?
It refers to the effective rated output of a building's heating system, air-conditioning system, or combined heating-ventilation or air-conditioning-ventilation system. Non-residential buildings above 290 kW must have BACS since 31 December 2024 where technically and economically feasible (Article 13(9)(a)).
How large is a 70 kW building?
As a rule of thumb used by Bisly, about a 2,000–3,000 m² office. Mid-sized offices, retail, schools and logistics buildings come into scope on 31 December 2029.
When must building automation monitor indoor air quality?
Article 13(10)(d) adds monitoring of indoor environmental quality to the required BACS capabilities by 29 May 2026, the transposition deadline.
Does the EPBD require building automation in homes?
Not a full BACS, but from 29 May 2026 new and majorly renovated residential buildings must have, where feasible, electronic efficiency monitoring, control functions for generation, distribution, storage and use of energy, and the ability to react to external signals (Article 13(11)).
EN ISO 52120-1
Is EN ISO 52120-1 the same as EN 15232?
EN ISO 52120-1:2022 replaced EN 15232-1:2017 and keeps the same A to D class structure for the energy impact of building automation.
Which class does the EPBD require?
The EPBD sets required capabilities rather than a class. Class B is the common benchmark used to show those capabilities are met, and is referenced in German law.
Can Bisly reach class A?
Yes, on request. Bisly supplies the function table showing which functions are delivered for each building.
WELL, BREEAM, LEED, DGNB
Does building automation earn WELL points?
It provides the evidence for several WELL v2 features, notably A08 Air Quality Monitoring and Awareness, T03 Thermal Zoning, T04 Individual Thermal Control, T06 Thermal Comfort Monitoring and T07 Humidity Control. Points are awarded by IWBI based on the full feature requirements.
Which BREEAM issues does a BMS support?
Mainly Ene 02 Energy monitoring (sub-metering connected to a BMS), Hea 02 Indoor air quality, Hea 04 Thermal comfort, Man 04 Commissioning and handover, Man 05 Aftercare and the water monitoring issues.
Public-building rules
What do EU rules require from public buildings in Luxembourg?
New buildings owned by public bodies must be zero-emission from 1 January 2028 (EPBD Art. 7). Solar installations are required on new public buildings by 31 December 2026 and on existing public buildings above 2,000 m², 750 m² and 250 m² by 2027, 2028 and 2030, where feasible (EPBD Art. 10). Public bodies must cut final energy consumption by at least 1.9 % a year against 2021 (EED Art. 5) and renovate at least 3 % of the floor area of their heated or cooled buildings above 250 m² each year (EED Art. 6). Luxembourg applies these through national law.
How can a municipality prove its 1.9 % yearly energy reduction?
With measured consumption per building. Bisly meters electricity, heat and water per building and per system, benchmarks the portfolio and exports the data; AMP X SYNC installs it in Luxembourg, in schools and offices while they stay in use.
Do public buildings need solar panels under the EPBD?
Yes, where technically suitable and economically and functionally feasible: on all new public buildings by 31 December 2026, and on existing public buildings above 2,000 m² by 31 December 2027, above 750 m² by 31 December 2028 and above 250 m² by 31 December 2030 (EPBD Art. 10(3)).
Green finance and EU Taxonomy
Can building automation lower financing costs for a real estate developer in Luxembourg?
It strengthens the case for green financing rather than guaranteeing a rate. Banks must disclose the energy performance of their real estate collateral (CRR Art. 449a) and manage ESG risks in lending (EBA/GL/2025/01, EBA/GL/2020/06). Metered data from building automation gives them PCAF data quality score 1 or 2 and evidence for EU Taxonomy activities 7.1, 7.5 and 7.7 — the basis for green loans, sustainability-linked loans and green mortgages. Each bank sets its own terms; AMP X SYNC supplies the data and the documentation.
What is PCAF data quality score 1 for a building?
In the PCAF Standard for mortgages and commercial real estate, score 1 means financed emissions are calculated from metered building energy consumption with supplier-specific emission factors; score 2 uses metered consumption with average factors; scores 3 to 5 are estimates from energy labels, statistics or building counts.
Does building automation make a new building taxonomy-aligned?
Not on its own. Activity 7.1 requires primary energy demand at least 10 % below the national NZEB threshold, plus air-tightness and thermal integrity testing and a life-cycle GWP for buildings above 5,000 m². Automation helps reach and prove the energy performance; installing it is itself a taxonomy-eligible enabling activity (7.5).
Do energy-efficient homes have a lower mortgage default risk?
The evidence points that way: the Energy Efficient Mortgages Initiative found a negative and significant correlation between energy efficiency and mortgage default on 72,980 Italian mortgages (2020).
Is building automation a taxonomy-eligible activity?
Yes. Installing building automation and control systems, energy management systems, metering and controls is listed under activity 7.5 as an enabling activity for climate-change mitigation.
Why does activity 7.7 matter for owners?
For a large non-residential building (above 290 kW) to be taxonomy-aligned under 7.7, it must be efficiently operated through energy performance monitoring and assessment — which a BMS with continuous monitoring provides.
