what the EPBD asks from building automation
The recast Energy Performance of Buildings Directive, (EU) 2024/1275, makes building automation and control systems (BACS) mandatory in larger non-residential buildings, adds indoor-air monitoring, lighting controls and smart functions in homes, and prepares a mandatory Smart Readiness Indicator. Member States had to transpose it by 29 May 2026.

Article 13
Technical building systems: the requirements, paragraph by paragraph
| Paragraph | Requirement | Date | How the system meets it |
|---|---|---|---|
| 13(9)(a) | BACS in non-residential buildings with heating, air-conditioning or combined ventilation above 290 kW, where technically and economically feasible | 31 Dec 2024 | Full Bisly BACS, class B |
| 13(9)(b) | Same, above 70 kW | 31 Dec 2029 | Same system, sized to the building |
| 13(10)(a) | Continuously monitor, log, analyse and allow adjustment of energy use | With 13(9) | Trends from 1-minute to hourly over 5 years; meters per system and tenant |
| 13(10)(b) | Benchmark efficiency, detect losses, inform the facility manager | With 13(9) | Portfolio ranking, alarms with the room named, Adam fault explanations |
| 13(10)(c) | Communicate with connected systems; interoperable across proprietary technologies and manufacturers | With 13(9) | BACnet/IP, Modbus, M-Bus, DALI-2, KNX gateway, Matter, REST API |
| 13(10)(d) | Monitor indoor environmental quality | 29 May 2026 | Temperature, humidity and CO₂ per room; VOC optional |
| 13(11) | New and majorly renovated residential buildings: efficiency monitoring with alerts, control of generation, distribution, storage and use, response to external signals, where feasible | 29 May 2026 | Plant monitoring, room control, day-ahead price control |
| 13(12) | Automatic, zoned lighting controls with occupancy detection in non-residential buildings | 290 kW: 31 Dec 2027 · 70 kW: 31 Dec 2029 | DALI-2 presence and daylight; Matter lighting where no cabling exists |
| 13(3) | Self-regulating devices per room or zone in new buildings, and when heat generators are replaced; hydronic balancing where appropriate | On transposition | Room controllers and wireless actuators |
| 13(5) | Measuring and control devices for indoor air quality in non-residential zero-emission buildings; at major renovation where feasible | On transposition | CO₂-driven ventilation per room |

Article 15
The Smart Readiness Indicator (SRI)
The SRI rates how well a building can adapt its operation to the needs of occupants and the grid, and improve its energy performance. It covers nine technical domains — heating, cooling, domestic hot water, ventilation, lighting, dynamic envelope (shading), electricity, electric-vehicle charging, and monitoring and control.
Under Article 15, the Commission had to report on SRI testing by 30 June 2026 and must adopt, by 30 June 2027, a delegated act making the scheme apply to non-residential buildings with an effective rated output above 290 kW. A building automated with Bisly, with EV charging from AMP X VOLT, addresses every domain on one platform.
Beyond Article 13
Zero-emission buildings and renovation
- 01
Zero-emission new buildings
From 1 January 2028 for buildings owned by public bodies, from 1 January 2030 for all new buildings (Article 7).
- 02
Minimum energy performance standards
The worst-performing non-residential buildings must be renovated: 16% of the stock by 2030 and 26% by 2033 (Article 9).
- 03
Residential trajectory
Average primary energy use of the residential stock to fall by at least 16% by 2030 and 20–22% by 2035 (Article 9).
- 04
EV charging and pre-cabling
Article 14 sets recharging points, pre-cabling and bicycle parking for new and renovated buildings — delivered by our sister brand AMP X VOLT on the same energy strategy.
Luxembourg
Status in Luxembourg
Luxembourg transposed the 2018 EPBD amendment, including the building-automation duty for larger non-residential buildings, through the règlement grand-ducal of 9 June 2021 on the energy performance of buildings, which also introduced charge points and load management for car parks of functional buildings. The 2024 recast was due for transposition by 29 May 2026; at the time of review the national text is in preparation.
For every project we confirm the applicable national requirements, thresholds and dates before quoting, and document the delivered functions for the energy performance certificate (CPE) and the building permit file.
